The Dutch rental market is once again facing changes. It is important for landlords, tenants, and companies seeking housing for their international employees to stay informed about the latest developments.

New maximum rent increases as of July 1, 2026
As of July 1, 2026, new maximum rent increases will apply to different segments of the rental market:
• Social housing: maximum annual rent increase of 4.1%
• Mid-market rental: maximum 6.1%, provided this increase is contractually permitted
• Private sector: maximum 4.4%
The threshold for mid-market rental (regulated segment) in 2026 starts at a monthly rent of €932.93. Properties within this segment fall under the points-based system that determines the maximum allowable rent.
Rent freeze off the table
Earlier, there was discussion about a potential rent freeze for social housing in 2025 and 2026, but this plan has since been withdrawn by Minister Mona Keijzer. This means that landlords and housing associations are once again allowed to index rents in line with the legal maximums.
Adjustments to the Affordable Rent Act
In addition, the new Minister for Housing, Elanor Boekholt O'Sullivan, is working on adjustments to the Affordable Rent Act, which are expected to be announced this month.
This legislation determines, through a points-based system, the maximum rent a property may have. Since its introduction, many properties in the mid-market segment have become regulated. In practice, this has also impacted the market: some landlords choose to sell their rental properties or are reconsidering further renting.
The result is a shrinking supply of rental properties, while demand remains high.
Changes to housing allowance
Housing allowance will also change as of January 1, 2026. The tenant’s personal contribution will decrease by approximately €7.58 net. In addition, several adjustments will be introduced for tenants under the age of 21.
International demand continues to grow
At the same time, demand for high-quality rental properties remains strong, particularly from the international market.
Companies in and around Amsterdam and North Holland are increasingly bringing international professionals to the Netherlands. Think of project teams, consultants, engineers, and other specialists who work here temporarily or for longer periods.
For this target group, proper housing is essential. Many international tenants are looking for:
• furnished or semi-furnished homes

• properties in well-connected locations with access to public transport
